Proposition 1

The ballot will read: The constitutional amendment providing for the continuation of the constitutional appropriation for facilities and other capital items at Angelo State University on a change in the governance of the university.

Background: The Legislature recently voted to move Angelo State University (ASU) from the Texas State University System to the Texas Tech University System. The Constitution has a list of universities eligible to receive funding from the Higher Education Fund (HEF). This list still shows ASU as part of the Texas State University System. Proposition 1 updates the list.

For: Proposition 1 will ensure that Angelo State University will continue to receive HEF funding, as it did before being moved to the Texas Tech System.

Against: Moving ASU to the Texas Tech system was a bad idea, because tuition in the Texas Tech system is much higher than that in the Texas State University System. Changing the Constitution will make it more difficult for the Legislature to reverse this move.
