Mr. Hochberg's Capitol and district office staff are paid from a state budget made available to him as a member of the Texas House of Representatives. Although each member of the House can determine the size of his or her staff, the budget effectively limits the number of staff members who can be hired. When the legislature is meeting (the first five months of every odd-numbered year), temporary staff members are added in the Capitol office to write and review legislation and to respond to a significant increase in constituent inquiries.
