Proposition 16The ballot will read: The constitutional amendment providing for the issuance of additional general obligation bonds by the Texas Water Development Board in an amount not to exceed $250 million to provide assistance to economically distressed areas.Background: The Texas Water Development Board provides financial assistance to bring water and wastewater services to established residential subdivisions that have inadequate water supply or wastewater systems. The voters have previously authorized $250 million in bonds for these purposes, all but $12 million of which have been issued. This program also receives federal funds, but federal funding levels have been reduced. Proposition 16 would allow the Texas Water Development Board to issue up to $250 million more in bonds for this program. For: Proposition 16 would provide funds to help meet the water and wastewater needs of many Texans. Without additional funding, many residents of unincorporated and economically distressed areas will continue to live in communities lacking the basic infrastructure that most of us take for granted. Providing infrastructure in these areas would enable businesses to move in which would improve the tax base and provide jobs for residents.
