Proposition 9The ballot will read: The constitutional amendment authorizing the legislature to exempt all or part of the residence homesteads of certain totally disabled veterans from ad valorem taxation and authorizing a change in the manner of determining the amount of the existing exemption from ad valorem taxation to which a disabled veteran is entitled.Background: Currently, disabled veterans receive a property tax exemption on a primary residence of up to $12,000 of the property’s value. Proposition 9 would authorize the Legislature to provide a 100% property tax exemption for the homesteads of veterans who are 100% disabled (as determined by the U. S. Veterans Administration) as a result of their service. A disability rating of 100% means the veteran can’t work due to physical and/or mental impairments, such as the loss of one or more hands or feet or loss of sight. Proposition 9 would also authorize the Legislature to realign the way the state calculates disability percentages for property tax exemptions to match federal calculations. For: Proposition 9 would remove a significant burden for fully disabled veterans. This is an appropriate way to help veterans who have given their all in defense of our nation. Realigning the state property tax exemptions to match federal calculations will allow Texas veterans to receive the exemptions for which they are qualified.
